WhatsApp Service Message Pricing in India: What You'll Actually Pay From October 1, 2026
Quick answer: From October 1, 2026, Meta charges ₹0.115 per WhatsApp service message in India, after 1,000 free messages per business phone number each month. Utility templates sent inside the 24-hour window also become chargeable. Most small businesses will pay ₹0. Support-heavy teams will see a real bill for the first time.
First, the deadline nobody is talking about
Before you think about rates, check one thing: does your WhatsApp Business Account have a payment method on file?
Meta's developer documentation is direct about this. Any Solution Provider or directly-integrated business without a payment method on file by September 30, 2026 will have service message delivery stopped when those messages become chargeable on October 1, 2026. Meta
Not throttled. Not queued. Stopped.
If you run customer support on WhatsApp and your billing details aren't set up, your team's replies stop reaching customers on October 1. Fix that first, then read the rest of this.
What actually changes on October 1
Two things move from free to paid.
Service messages. These are the free-form replies your team or your chatbot sends inside the 24-hour window that opens when a customer messages you first. They have been free since November 2024. From October 1, every one of them is a billable event. Wati
Utility templates sent inside that window. These had in-window free status since July 2025. That ends too. Wati
What does not change: marketing messages were always charged. Authentication templates were always charged in-window. The consumer WhatsApp app and the free WhatsApp Business app are unaffected — this only touches the WhatsApp Business Platform, including businesses using it through a BSP. And conversations opened from a Click-to-WhatsApp ad or a Facebook CTA button still get their free 72-hour entry-point window. WatiWati
One nuance worth understanding: the 24-hour customer service window still exists after October 1. It remains the permission rule that lets you send free-form replies at all. It just no longer means those replies are free. Flowcall
The India rate card, in rupees
Here is what Meta charges per delivered message for Indian recipients. India supports local INR billing, so these are the numbers to budget against — not a dollar figure converted at today's rate. Whautomate Tools
Message category | Rate per message | Volume discount |
|---|---|---|
Marketing | ₹0.8631 | None |
Utility | ₹0.115 | Yes, tiered |
Authentication | ₹0.115 | Yes, tiered |
Authentication-international | ₹2.4971 | Yes, tiered |
Service (from Oct 1, 2026) | ₹0.115 | None |
Three things to note.
Add 18% GST. All of these rates are exclusive of GST, which is added to your invoice in India. A ₹0.8631 marketing message is actually ₹1.0185 landed. ChatMaxima
Service gets no volume discount. Utility and authentication messages get cheaper as monthly volume grows. Service messages do not — the rate is flat no matter how many you send. Utility and authentication discounts step up to 30% off list at the top tier. Whautomate ToolsChatMaxima
Marketing is 7.5× utility. That gap is the single biggest lever you control, and we'll come back to it.
Rates move. Meta adjusts them on a rolling quarterly schedule — India's marketing rate rose roughly 10% on January 1, 2026, the same date India moved to INR billing. Verify against Meta's live rate card before you finalise any budget. Blueticks
The 1,000 free messages most posts are burying
This is the part that changes the answer for a large share of Indian SMBs.
Every business phone number gets 1,000 free service messages per month. You are charged only from the 1,001st. The allowance resets each calendar month and does not roll over. Whautomate Tools
Read that again: per phone number, not per business. A business running multiple WhatsApp numbers gets the allowance on each one. Respond.io
If your clinic, store, or agency sends fewer than 1,000 free-form replies a month per number — and a great many do — your service message bill on October 1 is exactly zero.
The market is full of panic posts right now. For most small Indian businesses, the honest answer is that this change costs nothing. For high-volume support teams, it costs real money. Knowing which one you are takes ten minutes.
Three worked examples
All figures are Meta charges only, before GST and before any BSP platform fee or markup.
A single-location clinic
800 service replies a month, 600 appointment-reminder utility templates, no marketing.
Service: 800 messages, under the 1,000 allowance → ₹0
Utility: 600 × ₹0.115 → ₹69
With 18% GST: ₹81.42
The utility templates were partly free before October 1 if sent in-window. The clinic's total increase is under ₹100 a month. This is a non-event.
A D2C brand running campaigns
5,000 service replies, 8,000 utility templates, 10,000 marketing messages, on one number.
Service: (5,000 − 1,000) × ₹0.115 → ₹460
Utility: 8,000 × ₹0.115 → ₹920
Marketing: 10,000 × ₹0.8631 → ₹8,631
Subtotal: ₹10,011 | With GST: ₹11,813
The new money here is the ₹460 service charge plus whatever share of those utility templates previously went out in-window for free. Call it ₹900–1,400 a month in new cost. Meanwhile marketing is 86% of the bill and always was. The October change is not this brand's pricing problem.
A support-heavy operation
25,000 service replies a month across two numbers, mostly human agents answering queries.
Free allowance: 2 numbers × 1,000 → 2,000 free
Chargeable: 23,000 × ₹0.115 → ₹2,645
With GST: ₹3,121
This team previously paid ₹0 for support messaging. It now has a support cost line where none existed. That's the profile that genuinely needs to plan.
How to find your own number in ten minutes
Don't estimate. Pull your actual baseline before October 1, so you can measure the impact afterwards.
Meta's WhatsApp Manager breaks your message volume down by category — service, utility, and marketing. Open it, set the date range to the last full month, and note three figures: Zendesk help
Service messages sent, per phone number
Utility templates sent inside an open service window
Marketing messages sent
Number one against the 1,000 allowance tells you whether this affects you at all. Numbers two and three tell you where your money is actually going — which, for most businesses, turns out not to be where they assumed.
Five things to do before September 30
Add a payment method to every WhatsApp Business Account. Non-negotiable, or service delivery stops.
Pull last month's category breakdown from WhatsApp Manager and save it. This is your before-picture.
Check your number count. Each number carries its own 1,000-message allowance. If you're near the threshold on one number, a second number for a distinct function may be worth more than it costs.
Audit your template categories. Promotional copy sitting in a utility template will eventually get recategorised as marketing — at 7.5 times the rate. Genuine transactional copy sitting in a marketing template is money you're setting on fire right now.
Ask your provider for a written per-message rate. Not a plan price. The actual rate they bill you per message, and how it compares to Meta's ₹0.115 and ₹0.8631.
The part your provider may not volunteer
Meta's rate is the same for everyone. The per-message rate does not change based on which BSP you use — so the cheapest provider is simply the one that adds the least on top. ChatMaxima
Your actual bill has two layers:
Meta's per-message rate, fixed and public
Your BSP's platform fee and per-message markup, which is not
Most Indian BSPs add 10–30% on top of Meta's rate. On the support-heavy example above, a 25% markup turns a ₹2,645 Meta charge into ₹3,306 — an extra ₹661 a month for no additional service. Whautomate Tools
This matters more after October 1 than before it, because service messages are now a volume line item, and volume is exactly where percentage markup compounds.
Instant charges a flat platform fee from ₹499 a month with 0% markup on Meta's rates. You pay Meta's ₹0.115 and ₹0.8631, at cost, and nothing more per message. As an official Meta Tech Provider running on the WhatsApp Cloud API, the messages go through the same infrastructure either way — the only variable is what sits on top.
Whichever provider you use, ask for the markup figure in writing before October 1. If they won't give you a number, that is the number.
